Sebastian Edathy, die Geheimdienste und der Panoptismus

Am Samstag hat der ehemalige Leiter der NSU Untersuchungsausschusses des Bundestags Sebastian Edathy sein Mandat niedergelegt. Gegen ihn wird im Verdacht des Besitzes von Kinderpornographie ermittelt. Gibt es Gründe zu glauben, dass es einen Zusammenhang zwischen seiner Arbeit im Ausschuss und dieser Anklage gibt?

Der NSU Untersuchungsausschuss war einer der wenigen Gründe in den letzten Jahren nicht alle Hoffnung in unsere Demokratie aufzugeben. Mein Bild von Untersuchungsausschüssen war durch eine Reihe unsäglicher Angriffe auf unsere Demokratie mit diesem Namen, wie z.B. in der hessischen Steuerfahnder Affäre, geprägt. Dass Edathy und die anderen Mitglieder ausgerechnet im Fall der NSU Morde so herausragende Arbeit ablieferten war mehr als überraschend.

Jetzt also ein Verfahren gegen Edathy wegen Kinderpornographie. Es ist wohl ziemlich sicher, dass Edathy sich mit seiner Großtat für die Demokratie Feinde in den Reihen der Geheimdienste gemacht hat. Ist dies jetzt die Rache des Verfassungsschutzes oder des BKAs? Woher kommen die Erkenntnisse der Ermittlungen in Kanada? Wer hat sie warum weitergeleitet?

Manch einer will sich zu diesem Fall erst äußern wollen, sobald mehr über den Fall bekannt ist. Ich sage, es ist unerheblich. Die Intransparenz der Geheimdienste im Allgemeinen und die Intransparenz der Untersuchungen in einem Fall wie Sebastian Edathy, lassen mich die Frage stellen ob es innerhalb der Datengebirge der Dienste nicht auch belastendes Material gegenüber weiteren Abgeordneten gibt, das nur darauf wartet veröffentlicht zu werden.

Angenommen es gäbe zwei Abgeordnete des Bundestages. Über beide Mandatsträger hätte ein (In – oder Auslands -) Geheimdienst ähnliches belastendes Material. Wer entscheidet darüber welcher dieser Fälle verfolgt wird und warum? Wird es wohl einen Abgeordneten treffen der sich seinem Gewissen und der Demokratie gegenüber verpflichtet fühlt oder einen Machtopportunisten, der auch mal bereit ist Entscheidungen zugunsten einer Machtelite und zuungunsten der Bürger seines Landes zu unterstützen?

Aber es muss nicht einmal eine bewusste (Straf? -) Tat eines Abgeordneten vorliegen. Alleine weil ein Abgeordneter darüber weiß, dass Geheimdienste Daten über ihn gesammelt haben, könnte dies ihn dazu veranlassen gegenüber illegalen Praktiken mächtiger Akteure oder im Sinne einer bestimmten Ideologie oder Machtelite stillschweigen zu bewahren. Er muss sich nicht einmal einer Tat bewusst sein um sich eines vorausschauenden Gehorsams gegenüber den Diensten und einer möglichen Klientel zu bemühen.

Dieses Bewusstsein einer Beobachtung ohne zu wissen von wem, ist seit 200 Jahren ein bewährtes Mittel der Kontrolle. In seinem Buch „Überwachen und Strafen“ beschreibt Michel Foucault wie ein solcher „Panoptismus“ funktioniert. Es ist die Funktionsweise eines Gefängnisses, das von dem wirtschaftsliberalen Philosophen Jeremy Bentham erdacht wurde, die er auf unsere Gesellschaft überträgt. Das Panoptikon ist eine Maschine die den Insassen dazu bringt die eigene Unterwerfung zu verinnerlichen. Es ist eine totale Unterwerfung, eine „Unterwerfung der Seele“ wie es Foucault nennt.

Der Panoptismus ist „ein Verstärker für jeden beliebigen Machtapparat: es gewährleistet seine Ökonomie (den rationellen Einsatz von Material, Personal, Zeit); es sichert seine Präventivwirkung, sein stetiges Funktionieren und seine automatischen Mechanismen. Es ist eine Methode der Machterlangung in einem bisher beispiellosen Ausmaß, ein großes und neues Regierungsinstrument“.(Michel Foucault)

Ich denke, das Beispiel Edathy wird auf viele Berufspolitiker Eindruck machen. Sicherlich gibt es den einen oder anderen Politiker der Foucault gelesen hat. Der Panoptismus ist Standard-Lehrinhalt der Soziologie und Politologiestudiengänge. Ein Parlament das noch einen Funken Reflexion und Achtung vor sich selbst hat, müsste in einem Moment wie diesem eigentlich Laut werden. Bisher habe ich aus dem Parlament noch nichts zu diesem Fall gehört.

Gäbe es keine Inlandsgeheimdienste, keine NSA und keine verdeckte Datensammlung, dann könnten wir annehmen, dass Sebastian Edatys Fall ein ganz normales Ermittlungsverfahren ist. Wir wissen aber es gibt diese Machtapparate. Wir haben keinerlei Einsicht in ihre Funktionsweise, wir wissen nichts über die Entscheidungen die in diesen Diensten getroffen werden. Es sind Entscheidungen die täglich unsere Demokratie und unsere Geschichte beeinflussen.

Gerade der NSU Untersuchungsausschuss hat gezeigt, dass wir nicht in der Lage sind diese Dienste zu kontrollieren. Das Beispiel Edathy zeigt wie die Dienst uns kontrollieren könnten. Die unerträglichen Zustände die der NSU Untersuchungsausschuss zutage gefördert hat müssten die Abschaffung dieser Dienste nach sich ziehen, denn ob es jemals wieder einen ähnlichen Untersuchungsausschuss geben wird ist mit der Anklage gegen Edathy höchst zweifelhaft.

Nachträgliche Anmerkung (14.2.2014): Als IT-Berater und Beobachter der Veröffentlichungen aus dem Material von Edward Snowden muss ich konstatieren, dass der Fund von kompromittierenden Daten in der "freien Wildbahn" des Internets heute eigentlich keine Beweiskraft mehr hat.

Geheimdienste, aber auch gut betuchte kriminelle Organisationen, besitzen die Möglichkeiten solche Daten auf beliebigen Rechnern einzuschleusen, selbst auf Rechnern in Privathaushalten. Damit stellt sich die grundsätzliche Frage ob es überhaupt noch sinnvoll ist, in Ermittlungs- und Strafverfahren, solcherlei Beweise zuzulassen.

Damit wird natürlich auch die grundsätzliche Argumentation der Sicherheitsbehörden über Datensammlung in Frage gestellt. Wenn die Entwicklung der Datensammlung nur Schritt hält mit der Technologie Daten zu platzieren, wird die Rechtfertigung der Datensammlung in den entscheidenden Fällen unhaltbar.

Ist es möglich, dass wir uns schon in einem Informationskrieg befinden in dem Dienste vor allem nach Daten fahnden die andere Dienste platziert haben? Meiner Meinung nach ja. Welchen Sinn macht das informationstechnologische Wettrüsten wenn die Herkunft der Daten genau durch dieses Wettrüsten immer zweifelhafter wird? Was überwiegt, die Gefahren für die Demokratie, unser Grundrecht auf Datenschutz oder das zweifelhafte Versprechen von Sicherheit?

Why do we need to think about education?

As mentioned in the previous post, our destructive ways of treating earth are reproduced by an education system that has been established with the beginning of the industrial revolution. There might have been many new ideas that went into education since then, but the basic premises never changed.

Education produces human beings as a mineable ressource for economic needs. It classifies the products in different layers of usability. Many Talents that we humans posess, talents that evoulution deemed essential for our survival, never have a chance to develop. If its not exploitable by industry your talent is "worth" nothing.

This world is run by a system of old men to work for old men. These old men and their system are responsible for destroying the livelyhood of many generations to follow. But these old men are terrified. They are terrified of change, terrified of youth, terrified of new ideas, terrified of loosing power and most of all terrified of loosing money.

But change is all around us. The world is in turmoil. There is no way that we can go on to live by the rules and ideologies of the last 200 years. This is definite certainty. But we have no idea how the world will look like in the future. Never has our future been more uncertain than today.

We have no idea what talents will be needed in the exploited world that we leave our children. We can only hope they will find ways to adapt. But what we actually do is wage a war against any young people that want to make use of their talents in new ways. We wage a war on those that want to start building a better world today (see my post on the war on youth)

Sugata Mitra and the wonders of learning


I know, that my blog might have been given reason to lose faith in humanity. I often find myself ashamed about my species, when I think about the way we treat each other and the world we live with. But there are reasons to strongly believe in humanity, even if today we seem to have lost our collective minds (sorry to say so).

For me, our amazing ability to learn and adapt is what fills me with hope when thinking about our future. Learning, for us humans, is more than an ability. We actually need to learn. When young, we need to learn the same way we need water, air or food.

In our western societies we tend to confuse learning with "being teached", but as it turns out, the most efficient way for learning is to teach yourself and just being assisted in doing so. This is old knowledge. Why do we keep trying to teach and fail to let children teach themselfs? Why, for many children are schools a terrifying experince?

Many social scientists have come up with the suggestion that schools are not about learning or teaching, but about controlling the populace and reproducing an ideology. Important social theorists like Antonio Gramsci, Pierre Bourdieu, Noam Chomsky or Michel Foucault, to name but a few, have formulated the suggestion, that schools are institutions that reproduce social stratification.

So since the 1960s, when crtiticism of schools became widespread, there have been Projects like the Sudbury Valley School, that question the way that we seem to believe schools have to function. When I came across this school I was astonished and you will probably be too, if you follow the link.

Basically the Sudbury Valley School gives the children the power about when, what, why and most importantly "if" they learn. The success of the Sudbury School speaks for itself. But critics might say, that sudbury is just another eltitist institution. Sudbury is a private school. Parents must have the money to send their offspring there. So maybe the success of sudbury might only be achieved by filtering a certain group of children, that are encouraged to learn by their (educated, middle class) parents anyway?

Sugata Mitra, an indian teacher, shows that all our believes about school and teaching are misconceptions. He started a project called "hole in the wall" in a very poor neighborhood in india. Basically he put up a computer (that could not be stolen) for everybody to use. The results were mindblowing.

But I dont want to tell his amazing and wonderful story but let him speak himself. Please do yourself a favour and watch, you will be amazed, I promise:

In meinem vorletzten Post habe ich geopolitische Strategien angesprochen. Vielleicht fällt es leichter sich diese anhand von Beispielen vor Augen zu führen.

Neorealism and neoliberalism: suicide as a geopolitical strategy.

Trying to find a reason why governments worldwide employed an obviously suicidal strategy, has boggled my mind for some time now. I think, I might have come up with, or stumbled over, an explanation that goes a little further than just “greed and stupidity”.

When pursuing geopolitical objectives, the most successful strategy since the beginning of industrial revolution has been realism (today succeeded by neorealism). It was the most successful, as it was employed by the dominant geopolitical powers in this world, USA, Russia and China.

In short, realism and neorealism as geopolitical strategies rest on the conviction, that any other nation is a potential or factual enemy. (For german readers, there is a very nice introduction to foreign relations, that compares the common strategies with peoples from the Lord of the Rings, link.).

All symmetric wars, and indeed all conflicts between nations since the beginning of industrialization, have been fundamentally decided by one side being able to outproduce the other. As a leader, neorealism therefore commands you to prepare your country to win any potential armed conflict with any other country, by building up economical muscle - pursuing GNP growth.

As in all wars industrial output has been the deciding factor and any other party knew that also, it was only logical to abandon armed conflict between equally developed nations with comparable GNP altogether, and replace it with economic competition (i.e. cold war, the conflict between western "free" capitalism and soviet state capitalism).

This kind of reasoning also suggests, that the “military-industrial-complex” is nothing else, than the implementation of the most successful strategies for achieving geopolitical dominance in the past. Neoliberalism and neorealism are both dominant strategies, meaning they are both strategies employed by the ruling elite (to serve its interest). They also share infinite growth as means to achieve their goals. Today, they have effectively melted into one dominant strategy, the neo-neo strategy.

Yes, what I am basically saying here is that capitalism is war and war is capitalism, there is virtually no distinction between economic competition and military conflict any more, not even if you count the bodies.

The long term (evolutionary) success of the neo-neo strategy is dependent on an infinite supply of ressources to stimulate infinite growth. Naturally it should be abandoned when ressources become scarce, or further growth endangers our planet and our survival.

But as resources diminish, diverging from the neo-neo strategy would mean, that any country will loose in any competition with other nations over resources that its people demand. For any democratic system abandoning this strategy is therefore almost impossible, because politically, long term thinking will not be supported by the electorate and the industry, if it means real short term losses!

It also implies, that securing resources for military upkeep and industrial production would be the only reason to enter military conflict. This is also only logical if a net benefit in total resources (for the winning side) is to be expected.

In this mindset it is impossible to find an amicable solution to global problems like global warming or diminishing resources. As Robert Axelrod showed (1), two parties with the neo-neo mindset, that are engaged in a prisoner's dilemma, or a chicken game, are locked into mutual distrust and are unable to change into a productive cooperative strategy. This is also called a “security dilemma”. We can see the outcome of this dilemma, and the strategies pursued in the 2013 climate summit.

Basically our leaders decided that we will all be driving down the cliff.

"Security dilemmas are not given by anarchy or nature" but, rather, are "a social structure composed of intersubjective understandings in which states are so distrustful that they make worst-case assumptions about each other's intentions". (2)

Even if you know, as a democratic leader, that this strategy will mean collapse for everybody, you will not be the first one to change from egoistic to cooperative strategy, because possibly there is no way back to egoism, and your country stands in danger to loosing its remaining ressources to other nations.

Secondary, on a personal level, any administration/party will be held responsible for any short term losses and would not be given enough credit for long term benefit, resulting in loss of political power and the rise of a party that would again employ the neo-neo strategy.

Basically, in this mindset, “caring for your people” and staying in power to do so, demands of you as a leader, that you hold course towards self-destruction, because you believe destruction by other parties is the alternative.

There is also another factor playing into this. Changes in the dominant strategy are not accepted by a body of people without pressure to do so. (This argument has been the content of my very first post in this blog.) This pressure must be immediate and undeniable. If it is in any form deniable and ignorable without immediate repercussion, it will be ignored or denied. The pressure can ultimately take the form of internal revolt or economical or ecological crisis, but must on a fundamental level, destroy any viability for any further pursuit of the dominant strategy.

This is the only “logical” reasoning I came up with for the collective stupidity of humankind. Note that I do not share that believe, I just wanted to put myself in the mindset of believers in neo-neo strategies to find why we are not able to change course.

Thankfully, the neo-neo mindset is not an evolutionary stable strategy (ESS). In the long run, as evolutionary pressure builds up, neo-neo strategies will be the ones selected out. New "intersubjective understandings", that follow cooperative strategies, will necessarily develop.

Axelrod showed that "success in an evolutionary game is correlated with the following characteristics":
  • Be nice: cooperate, never be the first to defect.
  • Be provocable: return defection for defection, cooperation for cooperation.
  • Don't be envious: be fair with your partner.
  • Don't be too clever: or, don't try to be tricky.
What Axelrod (and Richard Dawkins) stress is, that the most important traits of any evolutionary successfull strategy are to be nice (never be egoistic first) and to not hold a grudge (be quick to forgive), but also to retaliate quickly.

What can we, you and I, do on a personal level? Obviously it is important to participate in every form of organization that employs or promotes an ESS strategy. Any form of action that breaks out of the vicious circle of mutual distrust will change the world on an infinitesimal level. Never listen to any form of argument, that says: "we cant do that by ourselfs, this problem can only be resolved on a global level".

The vicious circle can only be broken by making the first step towards trust and forgiveness. Be the first one to be nice, be quick to forgive, motivate others to follow your example.

In eigener Sache

Hallo liebe Leser. In letzter Zeit ist wenig passiert auf diesem Blog.

Ich will erklären warum. Erstmal aber ein paar Sätze darüber, warum ich überhaupt einen Blog habe:

In den letzten Jahren hat sich in mir eine große Frustration angestaut. Das Schiff ist auf die Klippe aufgelaufen, aber die Crew und die Passagiere reagieren völlig Teilnahmslos. "Macht die Beiboote klar!" will ich mit diesem Blog rufen. Die allgemeine Reaktion ist Unverständnis. "Klippe? Welche Klippe?"

Paul Chefurka schreibt in seinem Blog sehr treffend über diese emotionale Entwicklung bei der Beschäftigung mit der Klippe, er nennt diese Entwicklung "climbing the ladder of awareness":

When it comes to our understanding of the unfolding global crisis, each of us seems to fit somewhere along a continuum of awareness that can be roughly divided into five stages:
  1. Dead asleep. At this stage there seem to be no fundamental problems, just some shortcomings in human organization, behaviour and morality that can be fixed with the proper attention to rule-making. People at this stage tend to live their lives happily, with occasional outbursts of annoyance around election times or the quarterly corporate earnings seasons.
  2. Awareness of one fundamental problem. Whether it's Climate Change, overpopulation, Peak Oil, chemical pollution, oceanic over-fishing, biodiversity loss, corporatism, economic instability or sociopolitical injustice, one problem seems to engage the attention completely. People at this stage tend to become ardent activists for their chosen cause. They tend to be very vocal about their personal issue, and blind to any others.
  3. Awareness of many problems. As people let in more evidence from different domains, the awareness of complexity begins to grow.  At this point a person worries about the prioritization of problems in terms of their immediacy and degree of impact. People at this stage may become reluctant to acknowledge new problems - for example, someone who is committed to fighting for social justice and against climate change may not recognize the problem of resource depletion.  They may feel that the problem space is already complex enough, and the addition of any new concerns will only dilute the effort that needs to be focused on solving the "highest priority" problem.
  4. Awareness of the interconnections between the many problems. The realization that a solution in one domain may worsen a problem in another marks the beginning of large-scale system-level thinking. It also marks the transition from thinking of the situation in terms of a set of problems to thinking of it in terms of a predicament. At this point the possibility that there may not be a solution begins to raise its head.
    People who arrive at this stage tend to withdraw into tight circles of like-minded individuals in order to trade insights and deepen their understanding of what's going on. These circles are necessarily small, both because personal dialogue is essential for this depth of exploration, and because there just aren't very many people who have arrived at this level of understanding.

  5. Awareness that the predicament encompasses all aspects of life.  This includes everything we do, how we do it, our relationships with each other, as well as our treatment of the rest of the biosphere and the physical planet. With this realization, the floodgates open, and no problem is exempt from consideration or acceptance. The very concept of a "Solution" is seen through, and cast aside as a waste of effort.
For those who arrive at Stage 5 there is a real risk that depression will set in. After all, we've learned throughout our lives that our hope for tomorrow lies in  our ability to solve problems today.  When no amount of human cleverness appears able to solve our predicament the possibility of hope can vanish like a the light of a candle flame, to be replaced by the suffocating darkness of despair.


Als ich bei Stufe 4 angekommen war, musste ich öffentlich Stellung beziehen. Dieser Blog ist die Folge der eingesperrten Gedanken die sich auf diese Weise ihren Weg nach draussen in die Öffentlichkeit gesucht haben. Ich schreibe also meist weil ich muss, nicht weil ich will. Das Internet ist sozusagen meine öffentliche Gedankentoilette geworden.

Durch diesen Blog fand ich andere, ebenfalls vom Schreibzwang befallene. Der Austausch der verschiedenen Blickwinkel auf die Welt war unglaublich befruchtend. Die Verwirrung nahm ab, aber die Wut und die Frustration nahmen zu.

Paul Chefurka beschreibt die Gefahren dieser Erkenntnis:

It's worth mentioning that there is also the possibility of a serious personal difficulty at this point.  If someone cannot choose an outer path for whatever reasons, and is also resistant to the idea of inner growth or spirituality as a response the the crisis of an entire planet, then they are truly in a bind. There are few other doorways out of this depth of despair.  If one remains stuck here for an extended period of time, life can begin to seem awfully bleak, and violence against either the world or oneself may begin begin to seem like a reasonable option.  Keep a watchful eye on your own progress, and if you encounter someone else who may be in this state, please offer them a supportive ear.

 Was also tun um dieser Frustration zu begegnen?

Ich habe für mich beschlossen (übrigens ähnlich wie Paul Chefurka) mich neu zu orientieren. Im Wissen darüber, dass die Entwicklung nicht aufzuhalten ist, wollte ich wenigstens zu einem der Chronisten des bevorstehenden gesellschaftlichen Umbruchs werden.

Um nicht nur hier mit meinem Blog zu Diskutieren, sondern den Diskurs mit anderen kritischen Geistern zu meiner Haupttätigkeit zu machen, beschloss ich an die Universität in einem völlig neuen Fach zurückzukehren. Seit diesem Monat bin ich also glücklicher (erstsemester Bachelor) Student der Kulturanthropologie (oder europäische Ethnologie / Volkskunde, oder empirische Kulturwisenschaften oder ...).

Das bedeutet für diesen Blog im Wesentlichen, dass ich im Moment meinen Lese-, Schreib- und Diskussionsbedarf an der Uni auslebe. Für euch Leser mag das heissen, dass in nächster Zeit weniger Artikel hier erscheinen. Langfristig aber kann es der Qualität der Artikel nur gut tun wenn ich mich gerade in Kulturtheorien, Philosophie und Ethnologie einarbeite.

Schaut also weiterhin ab und zu vorbei. Wenn ich soweit bin, dass ich Blog und Uni mit den gleichen Texten füttern kann, wird sicherlich hier wieder eine Menge passieren.
